On 3 August 2023, HEPCA, together with the Protected Areas and the Red Sea government, began sinking decommissioned military equipment at three sites: Erg Gamea, in Magawish, Erg Tawil and Shaab El Sakala. The operation was attended by the Minister of Environment. In total, 15 pieces, including tanks, armoured vehicles and troop transport vehicles, were planned for the three sites, five at each. These three sites were the first of nine artificial dive sites planned with sunken military equipment.
The stated aim was to create artificial dive sites to relieve diving pressure on the natural reefs of the Red Sea. In the region, some natural sites received over 200,000 dives per year, well above the recommended limit of 22,000 per site.
Urog El Towail is one of three sites that make up Egypt's first military underwater museum, made of dismantled war vehicles. Marine life recorded at the site includes barracuda, moray and turtle.
